1．                     廣東省機(jī)電設(shè)備招標(biāo)中心受廣州新電視塔建設(shè)有限公司委托，邀請(qǐng)合格投標(biāo)人就下列貨物和有關(guān)服務(wù)（招標(biāo)編號(hào)：0692-08402B05G08O）提交密封投標(biāo)：

本次招標(biāo)內(nèi)容為在電視塔桅桿底部格構(gòu)段，設(shè)置多套以垂直運(yùn)行的游樂(lè)設(shè)施（跳樓  機(jī)）。

2．                     合格投標(biāo)人可在廣東省機(jī)電設(shè)備招標(biāo)中心得到進(jìn)一步的信息和查閱招標(biāo)文件。

3．                     有興趣的投標(biāo)人可從2008年7月4日起每天（節(jié)假日除外）9:00～17:00（北京時(shí)間）在廣東省廣州市越華路118號(hào)之左廣東省機(jī)電設(shè)備招標(biāo)中心一樓大廳購(gòu)買(mǎi)招標(biāo)文件，本招標(biāo)文件每套售價(jià)為500元人民幣或70美元 lang=EN-US>200元人民幣或50美元)。

4．                     所有投標(biāo)文件應(yīng)于2008年8 月13日 10:00(北京時(shí)間)之前遞交到中國(guó)廣東省廣州市天潤(rùn)路333號(hào)，廣州建設(shè)工程交易中心，逾期收到或不符合規(guī)定的招標(biāo)文件恕不接受。   

5．                     本次招標(biāo)定于2008年8月13日上午10時(shí)（北京時(shí)間）開(kāi)標(biāo)。

開(kāi)標(biāo)地點(diǎn)：中國(guó)廣東省廣州市天潤(rùn)路333號(hào)，廣州建設(shè)工程交易中心。

屆時(shí)請(qǐng)投標(biāo)人法定代表人或其授權(quán)代表出席開(kāi)標(biāo)會(huì)。

6．                     投標(biāo)保證金：30000美元或200000元人民幣。

7．                     合格投標(biāo)人的資質(zhì)要求：

（1）投標(biāo)人是響應(yīng)招標(biāo)、參加投標(biāo)競(jìng)爭(zhēng)的法人或其他組織。除非另有規(guī)定，凡是來(lái)自中華人民共和國(guó)或是與中華人民共和國(guó)有正常貿(mào)易往來(lái)的國(guó)家或地區(qū)(以下簡(jiǎn)稱(chēng)”合格來(lái)源國(guó)/地區(qū)”)的供貨人均可投標(biāo)；

（2）投標(biāo)人不得直接或間接地與招標(biāo)人為采購(gòu)本次招標(biāo)的貨物進(jìn)行設(shè)計(jì)、編制規(guī)范和其他文件所委托的咨詢公司或其附屬機(jī)構(gòu)有任何關(guān)聯(lián)；

（3）只有在法律上和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人和招標(biāo)機(jī)構(gòu)的供貨人才   能參加投標(biāo)；

（4）投標(biāo)人可以是制造商或代理商或聯(lián)合體（聯(lián)合體中必須包含制造商或代理商），代理商必須具備制造商專(zhuān)項(xiàng)授權(quán)，聯(lián)合體必須簽訂聯(lián)合體協(xié)議，明確聯(lián)合體主體、副體及各方責(zé)任范圍（聯(lián)合體中至少具有一個(gè)中華人民共和國(guó)注冊(cè)的法定企業(yè)）；

（5）制造商必須具備設(shè)計(jì)、制造、安裝調(diào)試、維護(hù)維修游樂(lè)設(shè)施經(jīng)驗(yàn)，并能提供至少一個(gè)類(lèi)似游樂(lè)設(shè)施成功運(yùn)行的業(yè)績(jī)證明文件。

  8．    招標(biāo)機(jī)構(gòu)和業(yè)主不負(fù)責(zé)投標(biāo)人準(zhǔn)備投標(biāo)文件和遞交投標(biāo)文件所發(fā)生的任何成本或費(fèi)用。

Entertainment Facilities of Guangzhou New TV Tower at the lattice section of the masts

1．                     Guangdong Machinery & Electric Equipment Tendering Center (Herein after referred to as “Tendering Agent”), for and on behalf of Guangzhou New TV Tower Construction Co., Ltd. (Hereinafter referred to as “End-user”) invites sealed bids from eligible Bidders for supply of the following goods and related service (IFB No: 0692-08402B05G08O):

The Bidding Content is For entertainment facilities at the lattice section of the masts, several sets of vertically operating Amusement Rides shall be provided (Turbo Drops). (See detailed Technical Specifications in Section 8 “Schedule of Requirements and Technical Specifications”).

2．                     Eligible bidders may obtain further information from and inspect the bidding documents at the office of the Tendering Agent.

3．                     Interested Bidders may purchase Bidding Documents in the hall of Guangdong Machinery & Electric Equipment Tendering Center (1/F, No.118-Left Yuehua RD, Guangzhou, Guangdong), starting from July     4th, 2008 (holiday excepted) at 09:00AM to 17:00PM (Beijing Time).( Alternatively, the documents may be sent to the Purchaser by mail order at a added fee of RMB¥200 or US$50 ).

4．                     All the Bids must be delivered to Guangzhou City Construction Engineering Transaction Center at No. 333 Tianrun RD, Guangzhou, Guangdong Province before 10:00 AM (Beijing Time) August, 13th, 2008.

6．                     Bid security deposit: US$30000 or RMB¥200000.

7．                     Required intelligence of the bidders:

1)Bidders are legal persons or other organizations who participate in   bidding. This Invitation for Bids is open to all suppliers from within the People’s Republic of China (hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas"), except as provided hereinafter；

2)Bidders should not be associated, directly or indirectly, with a firm or any of its affiliates which have been engaged by the Tenderee to provide consulting services for the preparation of the design, specifications, and other documents to be used for the procurement of the goods to be purchased under this Invitation for Bids；

3)The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tendering Agent and the Tenderee；

4)A Bidder can be a manufacturer, an agent or a Joint Venture (the Joint Venture must include a manufacturer or an agent); the agent must have special authorization from the manufacturer; the Joint Venture must have the Joint Venture Agreement signed, in which the limitations of liability for the main body(ies) of the Joint Venture and each party of the Agreement are defined.（At least one corporation of the Joint Venture shall be a legal corporation registered in  PRC）；

5)The manufacturer must have experience in designing, manufacturing, installation & commissioning, maintenance and repair of entertainment facilities, and a performance certificate should be provided by the manufacture, in which at least one case of successful operation of similar facility is certified.

  8．     The Bidding Agency or the Owner should not be responsible for any cost or expense associated with the preparation or submission of the Bid Documents from Bidders.

  9.      Prior to the Bid Opening, Bidders must manage to register at www.chinabidding.com, where the Bidders may check the result of Bid after the Bid Opening.
